The Engineering Testing Services (“ETS”) Family of Companies has provided innovative solutions to construction challenges, quality control testing and inspection for construction material manufacturers around the world since 1985. ETS companies’ capabilities include all aspects of environmental, geotechnical engineering, materials testing and special inspection services, as well as construction management and engineering geology. ETS includes Consolidated Engineering Laboratories, United-Heider Inspection Group, Materials Testing and Inspection, CEL Consulting and Geosphere Consultants.
Moreland Altobelli Associates (“MA”) is a full-service engineering and program management firm. Founded in 1987 by Thomas D. Moreland, PE, former Commissioner of the Georgia Department of Transportation, MA employs a wide range of civil and structural engineers, community planners, landscape architects, construction inspectors, appraisers, land acquisition agents, surveyors, environmental specialists and support staff.
PAVETEX Engineering (“PaveTex”) specializes in construction materials testing, quality control testing, construction engineering, pavement engineering, hot mix and concrete design. Broadly regarded as the nation’s asphalt technology leader, PAVETEX employs world-class material experts. PaveTex has nine full-service laboratories and nearly 20 years’ experience building infrastructure.
L. Joe Boyer
L. Joe Boyer is a passionate leader whose experience spans the full spectrum of infrastructure challenges ranging from tsunami recovery work in Indonesia to complex highways here in the states for federal, public and private clients. With nearly 30 years of helping clients solve infrastructure challenges in new build, recovery, or resiliency scenarios, he has found that an often overlooked key to success lies in the ability to collaborate with clients, employees and the communities in which we work and live.
Walter Powell is a CPA offering 25 years of working with finance teams in local and global companies. His professional experience includes both public and private integrated audits, advising corporations through IPO’s, complex restructurings, international expansion and capital market transactions. Walter believes that creating a collaborative working relationship is the key to long-term partnerships and professional development of teams.

Prior to joining Atlas, David Miller served as the CEO for PAVETEX Engineering which is a respected and rapidly growing construction engineering and testing firm in Texas. Prior to joining PAVETEX, David was the CEO of Truno Retail Technology Solutions which is a technology services provider with operations in thirty-six states.

Mike originally attended Auburn University on an ROTC scholarship. After completing his military service he returned to Auburn where he received a Master’s of Science Degree in Geotechnical Engineering in 1983.

John Kirschbaum joined SCST in early 2014 as an investor, Chief Operating Officer, and Managing Partner. He oversaw operations and strategies that helped more than double the size of SCST’s employee count and revenue, expanding their geographic reach throughout Southern California and into the greater Midwestern region.
