Bernhard Capital Announces Acquisition of Three Leading Project Delivery Firms to Form Atlas Technical Consultants
Marks Bernhard Capital & Affiliates' 22nd Proprietary Transaction
BATON ROUGE, La., November 30, 2017 – A group led by Bernhard Capital Partners Management, LP (“Bernhard Capital”), a services-focused private equity management firm, today announced that it has acquired three infrastructure management companies: Moreland Altobelli Associates, PAVETEX Engineering and Engineering Testing Services. Together, these businesses will be combined to form Atlas Technical Consultants (“Atlas”).
This combination has created one of the largest project delivery (construction and program management) firms in the United States. The combined company will have more than 30 offices in 11 states and more than 1,000 employees. Major offices include: Atlanta, San Francisco, Houston, Dallas, Austin, Salt Lake City, Boise, Portland and Honolulu.
Atlas will provide public and private sector clients with comprehensive support in managing large-scale infrastructure improvement programs including engineering, design, program development/management, acquisition and project control services, as well as construction engineering & inspection and materials testing.

In conjunction with today’s announced acquisition, Bernhard Capital also announced the appointment of L. Joe Boyer as the Chief Executive Officer of Atlas. Mr. Boyer brings nearly 30 years of experience leading firms in solving complex infrastructure challenges in new build, recovery and resiliency scenarios for federal, public and private clients in the U.S. Prior to joining Atlas, Boyer served as Chief Executive Officer of Atkins North America.

Atlas provides public and private sector clients with comprehensive support in managing large-scale facility improvement programs. The firm's personnel are, in turn, supported by sophisticated software that assists in tracking costs and facilities scheduling.
Typically, Atlas acts as an adjunct to a government agency or commercial business during each stage of a capital improvement program. Serving as the managerial consultant for a program, the firm also offers survey, design, land acquisition, and construction administration services necessary to complete programs within schedule.
Atlas is a full-service construction management firm offering professional turnkey services including construction inspection, material testing, project documentation, and comprehensive audit support. We provide a hands-on approach to project management from inception to completion.
We perform both rigid and flexible pavement designs utilizing WinPAS, developed by the American Concrete Pavement Association and FPS 21 for multiple section analysis. We are certified to collect International Roughness Index (IRI) data through the use of an inertial profiler. We also maintain Texas Asphalt Pavement Association (TxAPA) Level II HMA certifications and prepare hotmix designs and provide full production and placement testing capability including Hamburg, Overlay, and binder properties.
Atlas provides a full scope of environmental services with a trained and experienced staff in the preparation of all levels of environmental documentation including air and noise analysis, cultural resource surveys and complete ecological assessments. We also offer a complete range of wetlands services including delineation, permitting, and mitigation. Project coordination with municipal, county, state, and federal regulatory agencies is an integral part of our environmental services. Our experience in working with these agencies allows us to quickly and efficiently obtain permits and approval of documents.
Atlas has provided right-of-way/land acquisition services since 1987. Today, the company has an in-house staff of more than 30 professional appraisers, negotiators, relocation specialists, managers, legal specialists, and support staff whose full-time responsibilities focus on right-of-way for clients. Our real estate staff has extensive experience in roadway right-of-way acquisition; utility easement acquisition; and airport property acquisition, including noise program development and implementation. Atlas real estate personnel have extensive knowledge of state and federal requirements and Uniform Standards of Professional Appraisal Practice (USPAP) professional guidelines and our staff is well-versed in all state, federal and local requirements.
